In one of his speech, the President Rodrigo Duterte said, Pangilinan is the most stupid politician in Philippine history for crafting a law exempting minors 15 years and below to any criminal charges like rape and other heinous crimes.

"That is the most stupid politician who passed the Philippine world, Pangilinan"

These are the strong statements of President Rodrigo Duterte III against Senator Kiko Pangilinan and citing the Juvenile Justice Welfare Act 2006 that the Senator authored 11 years ago.

Duterte also lectured the loopholes of the law created by Pangilinan which is being abused by criminals to take advantage of the public.

"That's the reason you see teenagers on TV, it's getting worse in EDSA and getting caught up and down there." He said

“There is a social problem but the social remedy is not there. He made a law which was so short-sighted,” the President added. Meanwhile, Facebook page Mocha Uson blog made a poll asking the public if they agree with President Duterte’s claim that Pangilinan is the most stupid politician in the country.
